Experience: He graduated from the Faculty of Economics, Department of Management and Informatics at the University of Prishtina. He has long experience in the financial and managerial field, where he is a Senior Tax Advisor at Grant Thornton in Prishtina since 2011, known in many countries of Europe and the world.

Mr. Kokaj during the period 1995-2000, has assisted as a social worker in Pfne Municipality, Frauenfeld in Switzerland.The main activity was translation, and the placement of refugee asylum seekers from the former Yugoslavia in that municipality. During 2004-2005 he worked at Raiffeisen Bank as a Customer Relations Officer. From 2006-2011 he worked at KEP as a Financial Officer and acting director of administration.

Directorate of Public Services, Defense and Rescue

 

Defines and supervises the provision of local public services,including water supply, the water supply network, sewerage network and sewage treatments; 

Organizes the summer and winter maintenance of local roads and settlements,

as well as cleaning the streets and sidewalks of the city; 

Organizes the maintenance and the unblocking of the atmospheric sewage network,and the plans for local heaters;

Organizes the maintenance of public spaces, green spaces, public parks and cemeteries; 

Coordinates the activity and gives the consent for the operation of public transport of passengers and goods, with public companies and associations of individual taxi drivers and legal entities, according to the regulations; 

Sets the lines and the order of travel for public transport of passengers; 

Manages the "spider" sector according to the regulation, and organizes public auction procedures for confiscated vehicles, that exceed the deadline prescribed by law; 

Cooperates with the police for traffic regulation and increasing traffic safety, close to schools and preschool institutions in particular; 

Takes care of vertical and horizontal signaling of existing roads and regulates traffic in the city of Prishtina; 

Makes the decision to temporarily close the roads for their exploitation  in special cases (state holidays, special works in the interest of the state and of the municipality and similar works); 

Cooperates with companies that provide services about setting water prices, connections, technical interventions and the supervision of the reduction schedule; 

Takes care of the supply of drinking water with special tanks and reservoirs, if necessary; 

Gives consent - permission to use public spaces, cares for the maintenance of green areas, parking lots and other public spaces, in accordance with the municipal plan;

Provides guardianship service for the elimination of stray dogs; 

Supervises the realization of greening works and examines the various requirements; 

It is responsible for issuing permits for use of public spaces in front of hotel premises, for static generators, moving equipment for the sale of skewers, maize, chestnuts, equipment for the sale of ice creams and books;

Takes care of the elevators (repair and maintaince);

It is responsible for public lighting, billboards, lighting advertisements and various advertising; 

Participates in the Commission for Technical Acceptance of Completed Works - public lighting, public network maintenance and signaling; 

Cares for the management, control and cleaning of all squares belonging to the municipality; 

Notifies the Directorate responsible for roadside defects in the territory to which it belongs; 

It is competent for issuing permits pertaining to the Municipality, for establishing roadblocks (expansive police); 

Evaluates the risk of natural disasters and other disasters within the municipal territory, and draft protection plans; 

Ensures the operation of the alarm system in case of danger; 

It is responsible for the organization of the citizens in protection and rescue forces if necessary,and the proposal for the establishment of the Committee for Protection and Rescue 

Provides emergency funds for temporary housing in case of natural disasters and other disasters; 

In accordance with the laws and if necessary, it is responsible for coordinating the work with the central institutions and other municipalities in the field of protection and rescue; 

Organizes, develops and guides personal and mutual protection; 

In extraordinary cases, proposes to the Mayor the announcement of the state of emergency ,and the measures to be taken to cope with the situation. 

Supervises the municipality buildings and engages personel for the insurance of the facility from within or in the form of outsourcing; 

In accordance with the laws and municipal acts , drafts the Fire Protection Plan; 

Follows-up of the financial execution of funds, foreseen for fire protection, as well as BZP equipment with adequate contemporary intervention tools; 

Takes cares for the maintenance and functionalization of public shelters; 

-Organizes and supervises the work of the chimney’s factory; 

Organizes and coordinates works with companies providing services to citizens; 

Engages in the process of gradual reduction of pollution,, degradation and environmental damage, as well as reduces or prohibitis those economic aspects and other activities that pose a risk to human health and the environment;

Protects biodiversity by trying to achieve ecological balance in the territory of the municipality and beyond; 

Supervises and takes care of the rational and sustainable use of natural resources and productive land, as well as protects the genetic accumulation of nature; 

Designs the program and supervises the landscape , proposes new areas for protection, protects and rehabilitates the diversity and the cultural and aesthetic values of the landscape; 

Collects the data needed to determine the sources and the amount of water; 

Proposes the measures to be taken for monitoring the quality, protection and preservation of water, air, land and nature of the municipality area, and ensures their implementation; 

Keep records that include data for all activities, applications for municipal environmental permits, and municipal environmental consents;

Informs the public on all issues related to the conservation and protection of the environment; 

Takes the necessary measures for the protection of surface waters and groundwater from pollutants; 

Ensures the application of measures for protection against harmful effects of water;

Supervises the administration of natural values such as: air, water, land , forests such as: green spaces, river banks and Germia pools, as well as special values such as geodiversity, biodiversity and the wild plant and wildlife; 

It develops measures for the control of the noise level in the territory of the municipality; 

Supervises the conditions of life and health safety, of people in and around the construction site during the work; 

Eliminates violations, defects and damages caused during construction; 

In accordance with laws and municipal acts, prepares the program for reducing the level of environmental pollution, and proposes projects for environmental protection, in cooperation with central and local institutions and donors; 

Performs other work, according to applicable laws within the area of activity of the Directorate,

For the purpose of exercising the functions defined by the legal provisions in force, the Directorate of Public Services, Defense and Rescue, is organized in these sectors:
