INVITATION FOR TENDERS KOSOVO Prishtina Urban Transport Project INVITATION FOR TENDERS for Procurement of 30 New Low-Entry diesel EURO-VI Standard compliant buses. This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 20 February 2015.The Municipality of Prishtina hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Prishtina Urban Transport Project
The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the loan:
• Supply of diesel buses
Which includes procurement of 30 low-entry diesel EURO VI standard compliant buses, trainings, as well as mandatory spare parts and consumables, with optional delivery of additional 21 low-entry diesel EURO VI standard compliant buses and mandatory spare parts and consumables.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
• Historical financial performance
The audited balance sheets for the last 5 years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability. Where necessary, the Purchaser will make inquiries with the Tenderer's bankers
Criterion 1: Positive net worth in all five years
• Average annual turnover
Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 years of EURO 18,000,000.00 (eighteen million Euro) or equivalent;
• Financial resources
The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 8,000,000.00 (eight million Euro) or equivalent, taking into account the Tenderer's commitments for other contracts.
• Experience
Experience as Supplier, in at least 3 (three) contracts within the last 5 (five) years, each with a value of at least Euro 7,000,000.00 [seven million Euro], that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements (i.e low entry or low floor 12 m city buses class I, equipped with at least EURO V Diesel type of engines.
Tender documents may be obtained from the office at the address below upon payment of a non- refundable fee of 200 Euro or equivalent in a convertible currency.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
All tenders must be accompanied by a tender security of 350,000.00 (three hundred fifty thousand Euro) or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before 02 October 2015, 14:00 hrs (Prishtina local time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
